Santa Rosa parking gets easier when you name the parking setting first. Downtown meters, garages, lots, commuter permits, employee permits, citations, and neighborhood residential zones do not all use the same rules.

The residential parking page is for designated permit neighborhoods, where residents may need proof of residence, current vehicle registration, and a current driver’s license.

That split matters around downtown, Railroad Square, Santa Rosa Junior College, and older neighborhoods where one block can work differently from the next. If you are a resident, check the zone map or zone list before assuming your address qualifies.
