Orange utility starts are not the same as trash starts
In Orange, moving into a place can involve two related steps. Water and sanitation service run through city Utility Billing. Trash service starts or stops through CR&R.
For water and sanitation, use the city start-service or stop-service forms. The request needs enough information to match the right address and responsible person, and the city asks for at least one business day to process water service changes.
Trash is the separate call. For starting or stopping trash service, use CR&R at 714-372-8272 or the CR&R service page. That split is easy to miss because trash appears near the utility billing information, but it is not handled the same way as the water account.
Before you start, gather the service address, move-in or move-out date, contact information, and whether you are renting, buying, or closing an account. If you are helping someone else, ask what name is on the current bill before you call.
