West Covina building permits now use the portal first

West Covina's Building Division routes applications, plans, and supporting documents through the One Stop Building Permit Center portal, with in-person counter help still available.

For a West Covina property project, the Building Division’s portal is the main door now. Applications, plans, and supporting documents go through the One Stop Building Permit Center instead of being sent by email.

That is useful to know before you gather files. A bathroom remodel, addition, solar job, ADU, reroof, electrical work, plumbing work, mechanical work, tenant improvement, or plan check can involve drawings, forms, contractor information, owner information, and later messages through the portal.

The Building Division still has a counter for in-person help, and the city links to forms, solar permits, ADU and JADU information, submittal instructions, inspection requests, and the permit counter contact. The practical part is choosing the lane early: portal submittal, counter question, inspection request, or form lookup.

Before applying, have the address, owner contact, contractor contact, scope of work, plans, supporting documents, and any prior permit number ready. If the project is small, the portal may still be the right place. If the project is confusing, use the Building Division contact before uploading the wrong packet.
