San Francisco county is the same local government as the city
San Francisco uses one city-and-county government, so local questions usually start on SF.gov or SF Planning.
San Francisco is not like most counties. The city and county front door is the same local government. That makes SF.gov the first place to check for many local services.
For planning or zoning, start with SF Planning. You usually do not need to hunt for a separate county office.
