In Los Angeles County, ask whether the county is your local layer
Los Angeles County has 88 cities and large unincorporated areas, so the first local question is which layer serves the address.
Los Angeles County is not the same thing as the City of Los Angeles. LA County Planning says the county has 88 incorporated cities. The places outside those cities are unincorporated county.
Before you call the nearest city hall, ask whether the address is inside a city or in unincorporated county land. That one question can change which local office speaks first.
